17 featured a story that
was headlined 'Erola blames
Russians for slump' She is
quoted as saying 'It's the Rus-sia- ns
who have brought the
market prices down' She noted
that although other countries
have increased their production
and lessened Canada's share it
was the Russians who have
been the 'most disruptive' Mi-ne- s
Minister Erola then went on
to outline some of the federal
government's measures to
provide job creation projects
Next day the Globe and
mail carried the same story but
with a difference: their writer
checked the facts with another
source Ilmar Martens a metals
market analyst in Toronto He
is an economist with a flare for
statistics relating to production
marketing and financing of the
nickel industry on a world
scale His foresight and projec-tion- s
have been almost legen-dar- y
over the past decade He is
an expert
According to the Globe
story Martens said 'the Soviet
Union is only one of several
nickel suppliers selling at re-duc- ed
prices' He said the
Russians have contracts with
various merchants and the
contracts are formulated on the
London Metals Exchange
prices So if the prices drop
they have to fulfill the contract
on the lower price
'What do you mean by
dumping? Does the LME
dump?' he asked Martens ex-plain- ed
that if anybody could be
blamed for the current nickel
prices it is Amax Inc of Geen-wic- h
Conn Amax earlier this
year was holding large inven-tori- es
of nickel at its refinery in
Louisiana for which it had
contracted from mines in Bots-wan- a
and Australia
Martens said that in the se-co- nd
quater of this year that
company broke ranks with
other major producers - Inco
Falconbridge Le Nickel of
France and Western Mining of
Australia - which had been
attempting to hold up the price
Amax then offered its invento-rie-s
at reduced prices Martens
noted 'That put additional
pressure on the market as de-ma- nd
started sliding'

Soviets were out-smart-ed by the
Western buyers They tried to
renege on the deals but this was
not permitted In fact the
Russians are mad as hell about
the price squeeze
Facts about production and
sales of nickel anywhere in the
world are well known to the
Ontario Ministry of Natural
Resources and the US Bureau
of Mines Both agencies
monitor ali minerals move-men- ts
Their reports are readily
available So why the Erola
sensationalism?
In 1979 both these go-vernm- ent
departments publish-e- d
Studies that showed the mi-ni- ng
companies' projected six
per cent annual growth demand
for nickel was not realistic
They set rather modest projec-tion- s
of future nickel demand
What they did not forsee was
the present 'depression' in
Western capitalist economies
As even a casual Observer
knows that is the main cause of
weakness in the world nickel
market It is underconsumption
rather than o verproduction that
is the root cause of the nickel
market problem
In her story Judy acknovv-ledg- es
that 'Canadian nickel
production costs are the lowest
of any in the vvorld' This is not
only due to Canada's immen-sel- y
rich ore-bodi- es but also to
high labour productivity Fewer
workers are turning out more
nickel It is that simple
Despite our rich ore-bodi- es
and high productivity apparently
the federal government sees no
future for Sudbury as an in-dust-rial
centre Judy's Northern

That kind of thinking pre--
supposes the Sudbury ore-bodi- es
are finished The fact is
we have enough ore for at least
another century of mining!
What kind of game is this?
Simply it takes the mining com-panies
offthe hook! This kind of
government policy gives the
green light to Inco and Falcon-bridge
It gives them the go-ahea- d
to increase production
with fewer workers It also
sanctions their continuation as
pure mining operators with no
responsibility to further finish
the raw metals product It is a
complete sell-o- ut to the US --
controlled multinationals at
Inco and Falconbridge It is
'continentalism' with a ven-gean- ce
And it is dead wrong
Sudbury has the potential to
be the foremost industial centre
in Canada This stems from our
raw material resources It is
economic stupidity to allow the
mining companies to rip out our
minerals and ship them out as
raw materials It is equally
stupid to allow them to piddle
their fabulous profits into fo-reig- n
mining ventures when
they should be spent on de-velopi- ng
Canada's industrial
base
I completely agree with
Martens that if the federal go-vernment
decided to stock-pil-e
nickel the move would have an
immediate upward effect on
