Erola?s pohcy by Jim Tester The Sudbury Star of Sep-temb- er 17 featured a story that was headlined 'Erola blames Russians for slump' She is quoted as saying 'It's the Rus-sia- ns who have brought the market prices down' She noted that although other countries have increased their production and lessened Canada's share it was the Russians who have been the 'most disruptive' Mi-ne- s Minister Erola then went on to outline some of the federal government's measures to provide job creation projects Next day the Globe and mail carried the same story but with a difference: their writer checked the facts with another source Ilmar Martens a metals market analyst in Toronto He is an economist with a flare for statistics relating to production marketing and financing of the nickel industry on a world scale His foresight and projec-tion- s have been almost legen-dar- y over the past decade He is an expert According to the Globe story Martens said 'the Soviet Union is only one of several nickel suppliers selling at re-duc- ed prices' He said the Russians have contracts with various merchants and the contracts are formulated on the London Metals Exchange prices So if the prices drop they have to fulfill the contract on the lower price 'What do you mean by dumping?
