weapons and possibility of the
conduct of a "limited" or
"protracted" nuclear war

are staged against sovereign

peoples' legitimate aspirations

The network of military bases
on other people's territories is
being expanded
A particularly acute danger
is posed by the plans to deploy
new first-stri- ke nuclear missiles
in Western Europe The re-alizat- ion
of those plans would
sharply increase the threat of
outbreak of a nuclear conflict
Such a conflict would not limit
itself to the European continent
but would lead to a global
catastrophe It is utterly es-sent- ial
to prevent deployment of
missiles in Europe to start re-ducing
ali nuclear armaments
on the European continent and
to seekfull liquidation of nuc-lear
weapons in the whole world

Preparing for a nuclear war
is the gravest crime against
humanity However war is not
inevitable It is not yet too late
to prevent a nuclear catastrophe
The salvation is in the hands of
the peoples themselves in the
hands of every man and woman
who resolutely come outjointly
in favour ofthe cause ofpeace
The mass movement for
peace is an important force one
of the determining factors of the
international situation capable
ofinfluencingthepracticalpol- -
icyofgovernments in the cause
of preserving peace
