should be in the form of public
ownership of land development
and not within thejurisdiction of
the corporate elite
The Health and Social Ser-vices
priority produced wide-sprea- d
agreement among the
delegates on the resolution stat-in- g
that Northern Ontario should
also be entitled to OHIP
coverage of transportation to
and from specialist hospitals in
Toronto and Southern Ontario
Another resolution introduced
was due to the fact that at
present there is no funding for
preventive services for children
there was unanimous agree-ment
that an ONDP govern-me- nt
would establish a univer-sa-l
child care system as a first
step in providing services for
children and an increase in
fmancing of services to children
so that a high priority could be
given to preventive programs
for children still in their homes
The debate on Housing and
Urban Affairs revealed that
those individuals presently col-lect- ed
in areas of OHC build-ing- s
should be provided with a
suitable home ovvnership pian
and be integrated with the rest
of society — areas of middle-clas- s
residence — because inte-grati- on
leads to more integra-tio- n
and segregation can only
lead to further segregation
On the topic of Transpor-tation
and Communication it
was felt that the new Pay TV
Service would only destroy the
Canadian Broadcasting Com-pany
Ontario should attempt to
harness the Cable TV system
as Saskatchewan has done in
order to preserve and encourage
Canadian talent in the Arts
A resolution passed on the
Labour priority was that be-cause
of the seemingly endless
line ofplant closures more con-siderati- on
and effort on the part
of the plants should be demand-ed- :
seeking alternate options to
closures or relocations and se-curi- ng
comparable jobs for the
affected vvorkers
A resolution was passed
concerning the "Nestle Boy-cot- t'
vvhich stated "Whereas
the use of infant formula in poor
countries is creating a new
source of malnutrition the
ONDP endorses the boycott of
Nestle products which will not
be lifted until an agreement is
reached that includes (1) a di-re- ct
and enforceable end to ali
forms of promotion (2) an im-plementa-tion
pian and (3) a
monitoring system
At present Canadian civil
servants are not allowed to be
politically partisan This is an
inherently anti-democra- tic idea
because ali citizens should be
equal under the law The
ONDP resolved that this situa-tio- n
must be rectified in order to
give ali citizens the same poli-tic- al
right to actively support a
political party or candidate
It was decided that a bill on this
aspect of Canadian government
would be presented in the Legis-lativ- e
Assembly of Ontario
Price coding vvhich is be-comi- ng
very prevalent in our
supermarkets is detrimental to
the desirable practice of com-paris- on
Shopping The ONDP
delegates claimed price coding
to be an inconsiderate removal
ofjobs(cashiers grocery boys)
a form of manipulation of the
consumer since she has no
knowledge of the cost of the
products and a serious predica- -
ment for anyone forced to shop
on a fixed income (the elderly
welfare recipients)
Ed Broadbent provided the
delegates with an enthusiastic
session commencing his speech
in the French language Broad-bent
claimed that a great a-mo- unt
of credit is due our de-feat- ed
members of Northern
Ontario: John Rodriguez(Nic-ke- l
Belt) Cyril Symes(Sud-bury- )
and Arnold Peters(Te-miskamin- g)
for their dedication
in times of defeat Broadbent
asserted that"we are on the
verge of changing a developed
country back into an under-develop- ed
country due to our
exportation of raw materials
and importation of finished pro-ducts
which we could easily
produce ourselves providing
jobs for unemployed Cana-dian- s"
Benefits of Canadian
resources should accrue towards
Canadians! Petrocan should be
encouraged to overtake both
Esso and Shell and women
should be allowed to stand and
serve in the public sector the
same as men At the close of his
address Broadbent declared to
a standing convention "Now is
the hour to achieve economic
independence"

Michael Cassidy moved
that an emergency resolution be
passed concerning the tragic
deaths on June 20th of two
miners and the entrapment of
another at Denison Mines El-li- ot
Lake which provided a
compelling illustration of the
federal government's failure to
provide the same level of safety
protection to Ontario 's uranium
miners and workers as to ali
other Ontario workers The pre-sent
Canada Labour Code pro-vid- es
uranium miners with to-tal- ly
inadequate protections in
respect of the right to refuse
unsafe work the ONDP there-for- e
resolved that there be an
immediate return ofjurisdiction
over health and safety matters
in uranium mining to the Pro-vinc- e
of Ontario
