In June 1975 the Rocke-feller
Commission on the CIA
reported that during the forties
fifties and sixties the CIA
carried out Studies on certain
behavior-influencin- g drugs
such as LSD As early as 1 953
these drugs were given to
unsuspecting subjects tests
which resulted in at least one

continued until 1963 Just how
much testing of this sort was
done will never be known since
most records connected with

1973

Hovv does one identify an
illness thathas been caused by a

bacterium or virus? Hovv
vvould one distinguish a gene-tical- ly
engineered virus or
bacterium from a normal one
one that perhaps had never been
noticed before? And vvith in-dustr- ial
concerns villing to
cover up accidents or re-porte- dly
even present faked
data on the danger of these
products hovv could an acci-dent- al
spill of a dangerous new
organism be distinguished
from an attack?
Two bizarre events involv-in- g
dangerous biological orga-nism- s
occured in the early part
of 1976 In Febuary several
hundred soldiers at Fort Dix
New Jersey were stricken with
the flu At least a dozen of these
including an eighteen year old
who died apparently were in-fect- ed
by a 'new and more
worrisome' form of the virus
The result was a Presidential
directive to immunize ali Ame-rica- ns
against this new strain of
swine flu so called because of
its resemblance to a flu which
normanally infects pigs But
while millions ofAmeri-can- s
were being vaccinated the
disease strangely disappeared
without a single trace of it
appearing anywhere else in the
country It was as if the disease
had mutated away
Then in July a scant five
months later the Legionnaire's
Disease hit Philadelphia One
hundred and seventy-nin- e
cases including twenty-eig- ht
deaths were identified Alth-oug- h
preliminary evidence now
suggests that a bacterial infec-tio- n
unlike anything previously
reported was the cause it is
unclear whether thetrue cause
vvill ever be known
The possibility that the
disease was the result of bio-logical
warfare research was
not overlooked at the time and
both the CIA and the army went
on record denying any connec-tio- n
with the outbreak Mean-whil- e
the deadly disease has
disappeared without a trace
with absolutely no secondary
infections As if it had mutated
away
THE FUTURE
There is no established
control of military and intell-igen- ce
uses of genetic engi-neering
Besides being banned
by international treaty it seems
clear that controls are essentia!
in the face of the possible
escape of potentially dangerous
bacteria and viruses
Military industrial and
academic research continues
and becomes more dangerous
by the fact that practically ali
such research seeking Scientific
break-throug- h is part of the on
going race for profits and glory
It is maintained because mi-litary
and industrial money
supports academic research
and academic and industrial re-searc- hers
hire themselves out to
the military as consultants
We are left with a hope but
also with a fear - that an
accident could occur at any
time unlikely though it seems it
remains possible that humanity
itself could be destroyed by an
error
