Reagan God and the Bomb: From
Myth to Policy in the Nuclear Arms
Race FH Knelman Toronto: Mc-
Clelland and Stewart 1985 343 pages
Three years into the first term of his
Presidency Ronald Reagan shocked a
group of Congressmen by admitting that
he did not realize most Soviet nuclear
warheads were on land-base- d missiles
On another occasion he suggested that
ballistic missiles were more threatening
than bombers or cruise' missiles because
only ballistic missiles were nuclear
armed Reagan also incorrectly stated
that submarine launched missiles were
recallable To many concerned about the
state of the world these and numerous
other gaffes create an image of Ronald
Reagan as a near senile old man likely to
lead the World into a nuclear war through
sheer incompetence and ignorance
Fred Knelmans book Reagan God
and the Bomb details a much more
sinister and disturbing interpretation
of ReagaiYs nuclear policy According
to Knelman the Reagan administration
is prepared to deliberately risk a much
greater chance of nuclear war to gain
nuclear supriority and so be in a posi-tion
to coerce the Soviets into submis-sivenes- s
The Reagan administration is
dominated by a group of "neo-psycho-t- ic
strategic scholars" who are blinded
by a pathological hatred of the Soviet
state and believe there are vvorse
things than nuclear war Reagan's key
military advisers ali "truly believe in a
nuclear vvarfighting warwinning and
vvarsurviving doctrine"
A key tenet of Knelman's thesis is
that the Reagan administration's
nuclear policy is qualitatively as well
as quantitatively different from ali
previous US administrations Past
administrations have included nuclear
vvarfighters but Reagan's is unique in
that it consists entirely of such people
Even the relative "moderates" in the
Reagan camp such as George Schultz
and Paul Nitze were former directors
of the ultra-hawkis- h anti-arm- s control
Committee on the Present Danger
According to Knelman "the Reagan
administration is the first since the end
of World War II to make nuclear war-fightin- g
plans and to translate into
operational programs the central and
implicit goal of the decapitation of the
Soviet state The Soviet Union will not
be given options such as detente or

This publie posturing helped to allay
popular concern But the problem
remained of how to get both the publie
and Congress to support the new
vveapon systems necessary to obtain a
nuclear vvarfighting capability The
solution was one that had been used
successfully by many previous Presi-dents-t- o
point out some mythical
superiority in Soviet forces and capa-bilitie- s
Knelman documents eighteen
fictitious "gaps" from the bomber gap
to the Star Wars gap that have been
successfully used to justify a new arms
buildup Another related taclie was to
taik only about those types of vveapons
that the Soviets had an advantage in
and to ignore those vveapon types
vvhere the US had a lead As an amus-in- g

the population of Ireland is much
greater than the population of China if

The Orvvellian implications of
such Reaganisms are not missed by
Knelman
Two of the better sections of the
book are those dealing with Star Wars
and Canadian complicity in the new
Reagan strategy Knelman describes
why Star Wars would be completely
ineffective in defending against a
Soviet first strike but would be
required as part of a US first strike
Star Wars is thus a logical and predic-tabl- e
extension of the Reagan nuclear
warfighting doctrine Canada is in
danger of becoming an active partici-pan- t
in the new Reagan nuclear
policies by testing the cruise missile
and allowing Star Wars to become inte-grate- d
with NORAD Knelman believes
that Canada will more and more be
seen as a lackey of the US military
unless our politicians have the courage
to stand up to American pressure
Needless to say Knelman isn't holding
his breath that the current Prime
Minister will protect Canada's political
and territorial sovereignty
Although this book has many good
points Reagan God and the Bomb has
some important weaknesses It is a
difficult book to read with a very
dense text which often seems repeti-tiv- e
and poorly organized Also Knel-man
fails to address adequately one of
the themes in the title of the book -- the
apocalyptic religious beliefs that are
held by many of Reagan's allies and
perhaps Reagan himself Knelman also
does not answer the key question of
how Reagan remains so popular with
the American publie if his nuclear
policies are so corrupt
Despite these weaknesses Reagan
God and the Bomb is worth reading
especially by those who are skeptical
or unfamiliar with the extent of
Reagan's nuclear depravity Knelman
provides the documentation and
supporting evidence to make his argu-ment
convmcing Readers vvill also be
grateful that Knelman perceives one
positive consequence of Reagan's
dangerous nuclear policies While
Reagan's nuclearism presents the
greatest danger for nuclear war the
rapid resurgence of today's peace
movement provides the greatest hope
for world peace and sanity Knelman
ftrmly believes that it is only through
the efforts of the revamped peace
movement that the suicidal nuclear
policies of the Reaganites can be stop-pe- d
lofting the world from its current
state of crisis Since the roots of the
word crisis mean both danger and
opportunity it is a fitting term to
describe the monumental battle bet-wee- n
the two diametrically opposed
tendencies struggling for control of the
fateof our planetD

and elephants vvhales and crickets

she couldn't give a damnation
for his ignorance Everything
was fine until he learned
to vvield a pen vhile she
continued to tili the earth
Eve provided crops
for their offspring and Adamai
pushed back the night of eternity
offering superiority and his
own rendering of truth
that of himself as Supreme Creator—
