BMWWWMffl M ® § IF THERE HAS EVER EXISTED ANYTHING WHICH SYMBOLIZES THE ethics of capitalism it must be the neutron bomb. Just think of it - a weapon that kills a maximum number of human beings while causing a minimum amount of damage to property! This must be the final summation of a world system which from its very inception has placed property rights above human rights and ensured that "human rights" belong only to those who own property. Truly a set of ironies worthy of the attention of a master satirist of the calibre of Jonathan Swift, or Anatole France, or our own I.L. Peretz! Unfortunately, the neutron bomb is not just a subject for ironic philosophizing. It represents a clear and present danger to all of us. It has now been revealed that the neutron bomb has been in production for some time now, --md has been stockpiled in anticipation of the accession to power of a group like Reagan, Weinberger and Haig morally perverted enough to use it. As a result of the U.S. Government's announcement and their cur-rent pressure campaign to get NATO countries to allow neutron bombs to be stationed on their soil, we are now a large step closer to a holocaust which may well be mankind'.' last. % What is worse, it has been made very clear that the U.S. intends to deploy the neutron bomb not only in Western Europe, but also in the Middle East, where willing accomplices like Begin and the Saudis abound, and in China. It is clear that both in the timing of the new neutron bomb policy and in the way it is being defined by Weinberger and others, the objective is to offer the maximum provocation to Soviet leaders. Predictably they have responded by indicating that they would take measures to ensure their own defence - perhaps with a neutron bomb of their own. Presto! We have it! Another major escalation in the arms race! All this on top of world arms ex-penditure in 1980 of 500 billion dollars, a fourfold increase since 1949! And what of the opposition? Occasional bits of news, buried in the back pages of the American press, report large-scal- e demonstrations and mar-ches in Europe in opposition to the nuclear arms race. In fact, the recent period has seen the massive growth of the anti-wa- r movement in Great Bri-tain, West Germany, France and the Scandinavian countries. Opposition to the aggressive policies of the Reagan administration has grown apace within Schmidt's Social Democratic Party, while the movement for unilateral disarmament in Great Britain, led by E.P. Thomp-son, is rapidly becoming a significant force in British politics. In North America, by way of contrast, we find the forces of the left (and the centre) in a state of massive disarray, still reeling from the effects of the Reagan victory. In this context, it is interesting to note that many Jewish in-tellectuals have abandoned their traditional attachment to "liberalism" and have joined the neo-conservati- ve bandwagon. But that is the subject for another article or editorial. The fact is that there is no significant opposition to the new policies of aggressive militarism in North America. Given this depressing background, it is all the more remarkable to read the lucid statement made by George Kennan, formerly the major theoreti-cian of the earlier Cold War, on May 19, in Washington. Just listen to some of his own words: "... we must remember that it has been we Americans who, at almost every step of the road, have taken the lead in the develop-ment of this sort of weaponry. It was we who first produced and tested such a device; we who were first to raise its destructiveness to a new level with the hydrogen bomb; we who introduced the multiple warhead; we who have declined every proposal for the of the principle of 'first use'; and we alone, so help us God, who have used the weapon in anger against others, and against tens of thousands of helpless non-combatan- ts at that. .." Kennan goes on to propose: "What I would like to see the President do, after due with the Congress, would be to propose to the Soviet government an across-the-board- s reduction by 50% of the nuclear arsenals now being maintained by the two superpowers ... [our emphasis - Ed.]". He further proposes the establishment of a joint Soviet-America- n scientific committee to work out methods for the safe disposal of radioactive materials and ways to convert such materials to con-structive peaceful uses for the benefit of mankind. Kennan concludes his statement by quoting from Bertrand Russell's ap-peal against nuclear weapon development (the last statement to be signed by Albert Einstein): "We appeal, as human beings to human beings: Kemember your humanity, and forget the rest.
